Fire Fighter Labor/Management Meeting

Old Business:
Review of Minutes:
· Reviewed minutes from Labor/Management Meeting from September, 13 2007.
· Minutes were approved by all persons in attendance.
· Discussion regarding Mission Statements for each Base, The Adjutant General’s Department, and the Firefighter’s Assembly. Members present were in agreement that with the Mission Statements all ready in place, there was no need for the Statewide Labor/Management Working Group to have a separate Mission Statement.
Training Requirements:
· Chief Williams briefed that Haz-Mat Tech is not being implemented at this time for Master Cooperative Agreement (MCA) Firefighters.
· MCA Firefighters will continue to be required to be trained to the Haz-Mat Operations Level.
· Chief Williams briefed that at this time there is no further guidance on the implementation of the Haz-Mat Tech Requirement.
· Discussion regarding how new and existing training requirements are governed.
o Requirements can come from The Department of Defense (DOD), United States Air Force (USAF), USAF Major Commands (MAJCOM), such as Air Combat Command, (ACC), Air Education & Training Command (AETC), and Air Force Material Command (AMC)
Training Requirements Con’t:
o Specific documents governing training requirements are outlined in DODI 6055.6, the AFI 32-2001 (Air Force Implementation of DODI 6055.6), the 32-2001/ANG Supplement 1 (Air National Guard implementation of AFI) and the NGR 5-1/ANGI 63-101 (FOMA).
· Discussion regarding the current the practice of seeking volunteers to meet the requirements for particular training (EMTs, Rescue Teams)
o Current practice will continue, if there are no volunteers, management will be forced to mandate training to meet the respective requirement.
· Discussion regarding the implementation of new training requirements.
o Labor expressed concerns that there is no mechanism for the implementation of new or additional training requirements.
o Labor and Management agreed that because each base operates under different business plans that it would be best to handle implementation of new or additional training requirements at the local level.
o The Fire Chief shall discuss the new requirement with the Local Union Representative to see if the requirement can be included within the current Job Specifications. If the requirement can not be included, then both The SHRD Administrator and The OCSEA State Staff Representative should be contacted for further guidance.
Misc:
· 2nd Lt Daryl Scott is the new Labor Relations Officer (LRO).
New Business:
Disability Leave and RTW Procedures:
· Discussion regarding the procedures for Returning To Work after being on Disability Leave.
o Members must contact The Fire Chief to coordinate their return to work.
o Members must be released by The Fire Department Physician before they can return to work.
· Members should take in to consideration that they need to allow ample time for The Fire Chief to schedule an appointment for them with the Fire Department Physician. Every effort will be made to ensure that the member will be seen by The Fire Department Physician as quickly as the Physician’s schedule allows.
Disability Leave and RTW Procedures Con’t:
· If there is going to be a gap between the time that the Disability Leaves ends and the Members RTW an extension can be requested.
o Extensions should be filed through the Department of Administrative Services (DAS).
o DAS has guidelines in place for filing extensions
Budgetary issues: Travel & Training:
· Justification for training for your job, if training is not job related probably will not be approved.
· Training must be related to the members current position. If the training is not related to the members current position there must be justification as to the need for the training
· The Fire Chiefs will support training to the extent that their budgets allow.
· Members should refer to The Office of Budget and Management OBM and DAS Office of Finance policies and procedures for obtaining reimbursement of approved travel expenses.
Article
17.05:
· Labor withdrew any discussion pertaining to Article 17.05 from the Agenda

The floor was opened to discussion of any other issues.
· National Agency Check (NAC) procedures for security clearances
o After a brief discussion on NAC procedures Chief Schnitker stated he would provide Labor with additional information for review.
