Statewide Fire Fighter Labor/Management Meeting

Members Present:

 

Labor:             Marva McCall, Jeff Freeman, Rich Richwine, Scott Plew, Dennis Mohr, Bruce Martin, John Klaus

 

Management: Dean Boling, Dan Roche, Brad Williams, Nancy Hyme-Brewer

 

 

Old Business:            

Review of Minutes

·        Reviewed minutes from Labor/Management Meeting from December, 14th 2006.

·        Minutes were approved by all persons in attendance.

·        Item: Closed

 

            L/M Structure Document

·        Dan Roche presented Labor Management Structure Document.

·        Col. Boling suggested as a future agenda item forming a vision/mission statement.

·        Labor would like to have the ability to add Subject Matter Experts to the Committee as needed.

·        Quorum was unable to be defined; item will be addressed at the next L/M Meeting.

·        Steering & Action Committees will be formed as necessary with an equal number of representatives from both Labor and Management.

·        Local Agenda items should be discussed at the lowest possible level before the item is elevated to the Statewide L/M Committee.

·        Dan Roche will keep a LMC Notebook containing L/M Minutes.

·        Minutes will be finalized and distributed within 14 days of the conclusion of the L/M Meeting.

·        Minutes will be emailed and posted to the Firefighters Web Site.

·        Discussed the idea of an Annual Assessment Document, item will be addressed at the next L/M Meeting.

·        Committee agreed to continue the process of not having formal chair persons.

·        The remainder of the Labor Management Structure Document was accepted as written.

·        Item: Open

 

New Business:

Specifications for Certification Requirements

 

·        Labor presented concerns of the process of updating and adding additional training requirements in the job specifications.

·        Brad Williams spoke of the identified training requirements in AFI 32-2001.

·        Management stated job specs would be changed as formal requirements are changed.

·        Management proposed that training requirements be added as agenda item for the next L/M Meeting.

·        Labor stated that the Statewide Committee was a proper place to have LM discussions about the impact and implementation of certification and training changes.

·        Committee agreed to provide both sides with the documentation for the training requirements

·        Brad Williams will organize this information and disseminate it prior to the next L/M Meeting.

·        Item: Open

 

Military Leave

 

·        Military Leave may only be used when performing authorized military duty.

·        Letters from the appropriate military commanders may be submitted as documentation for military leave. Letters must specify the type of military duty the individual is performing and the duration of the duty being performed.

·        Item: Closed

 

BRAC Update

 

·        Col. Boling briefed that there were no new updates on BRAC concerning state employees. He spoke briefly on the impact that BRAC is having at each base as it pertains to the military.

·        Item: Closed

Note:    Next Firefighters Assembly Meeting is scheduled for May 22, 2007.

Next Labor/Management Meeting is scheduled for June 14th, 2007.
